MORAD — Exchange of Maritime Diplomas with QR Code

Attention! This guide applied until September 4, 2024, before the introduction of the Cabinet of Ministers’ Resolution No. 1000. A new guide for submitting documents for the exchange of diplomas with QR codes is now in effect.

If you have updated or obtained maritime documents in 2022 or 2023, please verify their legitimacy.

Documents obtained between January 18, 2023, and February 14, 2023, as well as documents issued after February 14, 2023, that contain QR codes, are no longer valid and were issued in a manner not authorized by the current Ukrainian legislation.

Exchange of qualification documents issued to sailors before the new certification procedure (before January 18, 2023) follows the guidelines set by the Government Resolution No. 1499.

Ways to Submit Documents to MORAD

Maritime documents with QR codes from 2023 can be submitted through three methods:

  1. In-person submission to the Maritime Administration:
    • Application written by the sailor.
    • Notarized copies of documents attached to the application (according to Appendix 8 of the regulations on the rank of ship’s command staff).
    • Photos of the sailor (Note: The photo must meet the necessary requirements for qualification documents).
  2. Submission through a representative:
    • Application written by the sailor or their representative.
    • Notarized copies of documents (according to Appendix 8 of the regulations).
    • Copy of the representative’s passport.
    • Original or notarized copy of the power of attorney (one notarized copy per application).
    • Photos of the sailor (as per the required format).
  3. Submission by mail:
    • Sailors can mail the complete set of documents for the exchange of diplomas with QR codes. This allows them to submit their documents safely and efficiently without leaving home.
    • Representatives must include a notarized copy of the power of attorney in addition to the required documents. This service simplifies the submission process, saving time and resources for all parties.

Required Documents for Exchange of Diplomas with QR Code:

  1. Civil passport (all filled pages) + TIN (copies).
  2. International passport (first page).
  3. Medical commission (only from Ukrainian medical centers listed by MORAD).
  4. BJS (new form with the sailor’s signature, from authorized centers, submitted no earlier than one week after issuance).
  5. Copy of the diploma and endorsement (both sides, prior to receiving the diploma with the QR code).
  6. Educational diploma + diploma supplement (all pages).
  7. Seaman’s book (first page + pages used for obtaining diplomas with QR codes).
  8. Maritime training certificate (CPC).
  9. Medical certificate valid at the time of receiving the diplomas with QR codes.
  10. Photos (white shirt and tie, size 3×4, four copies per application).
  11. Copies of all certificates valid at the time of obtaining the diplomas with QR codes.
  12. Application form.

Additionally, old passports, certificates, contracts, or other documentation of your maritime career may be requested.

Where Can You Submit Maritime Documents with QR Code for Exchange?

Online Queue Registration for In-Person or Representative Submissions:

  • To schedule an appointment via the “Diia” portal, follow the steps below:
    • Click here for registration.
    • Confirm your identity using Diia.Signature.
    • Return to the “E-queue” and log in via your mobile phone or Telegram-bot.
    • Select the required service, date, and time.
    • Receive a special ticket with the necessary details, which should be presented to the staff at the Maritime Administration.

Online registration is currently available for up to one week ahead, with the possibility of extending the time.

In-Person Queue: If you need to submit documents faster, you can go to the Maritime Administration on the day of submission and take a ticket in person at the terminal.

Processing Times: The processing time for receiving new documents typically ranges from 4 weeks to 2 months.
