Registration for military service without the Military Medical Commission (VLC) for all male citizens aged 16 to 25

According to the resolution of the Cabinet of Ministers of Ukraine No. 932 dated August 16, 2024, new rules for registering male citizens aged 16 to 25 for military service are being introduced in Ukraine. One of the key changes is the cancellation of the mandatory Military Medical Commission (VLC) for most citizens falling into this category. These new measures are aimed at simplifying and accelerating the registration process for conscripts, but they also require understanding from the population.

Automation of registration for men aged 16 to 25

Under the new rules, the registration of male citizens aged 16 to 25, including those who are outside Ukraine, is carried out through automated electronic systems. Information about citizens is transmitted to the Unified State Register of Conscripts, Military Obligated, and Reservists via electronic interaction between the Unified State Demographic Register, the State Migration Service of Ukraine (SMS), and other state systems. The “Trembita” platform is used for data exchange, ensuring the timely and centralized updating of information.

List of information to be entered into the register for men aged 16 to 25

For registration in the Unified State Register of Conscripts, Military Obligated, and Reservists, the following information about male citizens aged 16 to 25 is collected:

  • A digitized photo.
  • Surname, first name, patronymic (if applicable).
  • Date of birth.
  • Place of birth.
  • Gender.
  • Place of residence and location.
  • Details of the Ukrainian passport or travel document for leaving the country.
  • Information on citizenship.
  • Unique registration number in the Unified State Demographic Register (if available).
  • Taxpayer identification number (if available).
  • Information about travel documents for permanent residence or returning to Ukraine.
  • Information about the date of the last departure from Ukraine.
  • Information about death or declaration of death.

Who enters this information?

The information above is entered into the Unified State Register of Conscripts, Military Obligated, and Reservists through electronic interaction between various state registers and agencies. The State Migration Service and the Ministry of Defense of Ukraine play the primary role in this process.

Procedure for registration of men aged 16 to 25

Registration for military service of Ukrainian male citizens aged 16, who will turn 17 in the year of registration, up to 25 years old, is carried out by responsible officials of territorial centers for recruitment and social support based on the registered or declared place of residence. If there is no registered or declared place of residence, registration is carried out by territorial centers designated by the General Staff of the Armed Forces of Ukraine.

The procedure for registration of male citizens aged 18 to 25, whose data has been entered into the Unified State Register of Conscripts, is carried out without the need for a medical commission (VLC). The only exceptions are individuals with childhood disabilities or those suffering from serious illnesses such as cancer, severe mental disorders, type 1 diabetes, and other diseases listed in paragraph 8 of the resolution.

Potential consequences of registration without VLC

Mass registration for military service without VLC may have significant consequences for vulnerable groups such as individuals with childhood disabilities and those with serious illnesses. Since a military registration document is required to obtain a passport or a foreign passport, its absence may greatly complicate access to these state services. Considering the possible queues and bureaucratic difficulties at territorial recruitment and social support centers, obtaining such a document for these categories of citizens may become problematic. This could lead to delays and complicate the process of issuing necessary documents, negatively impacting their rights and opportunities.
