Simultaneous Issuance of ID Card and Passport at the State Enterprise “Document”
Since August 19, 2024, Law No. 3709-IX of Ukraine came into effect, allowing Ukrainian citizens to submit applications for both an ID card and a foreign passport at the same time in the offices of the State Enterprise “Document” (GP “Document”). This initiative aims to simplify and expedite the process of obtaining these key documents.
Key Provisions of the Law:
- Simultaneous Issuance of ID Card and Foreign Passport: The law introduces the possibility to apply for both an ID card and a foreign passport at the same time, eliminating the need for multiple visits to government institutions and saving time. This option is available at CNAPs (Administrative Services Centers) and GP “Document” offices.
- Cost of Issuance: The cost of obtaining the documents depends on the country where the GP “Document” office is located. For exact pricing, refer to the official GP “Document” website.
General Information About the ID Card:
- Mandatory Issuance: The issuance of the ID card for Ukrainian citizens is mandatory starting at the age of 14. This requirement has been in effect since 2021.
- Validity Period of the ID Card:
- For individuals under 18, the ID card is issued for 4 years.
- For individuals over 18, the ID card is issued for 10 years.
- Purpose of the ID Card: The ID card serves as the primary document of identification for Ukrainian citizens. It is required for registration for the External Independent Evaluation (ZNO), obtaining state and banking services, and applying for a foreign passport.
- Sanctions for Not Obtaining an ID Card: According to Article 197 of the Code of Ukraine on Administrative Offenses, living without a Ukrainian passport or with an invalid passport, as well as not being registered at a place of residence, results in a warning. For repeated violations within a year, a fine ranging from one to three non-taxable minimum incomes may be imposed.
Documents Required for Issuance of the ID Card (from age 14):
- Birth certificate.
- Passports of parents or one parent.
- Certificate of place of residence (if available).
- Identification code (RNOCPP), if already issued.
Obtaining an Individual Taxpayer Number (RNOCPP): Citizens aged 14 to 18 with a registered place of residence may voluntarily request an Individual Taxpayer Number (ITN) when applying for an ID card. This is only possible if they have a registered place of residence.
Procedure for Receiving the Finished ID Card: The presence of the applicant is required to receive the finished ID card, as the mandatory verification procedure will be conducted. The completed documents are stored at the office for 3 months, after which they are sent back to Ukraine.
Simultaneous issuance of the ID card and foreign passport will enhance convenience for citizens and optimize the process of obtaining documents.
