CES Test for Ukrainian Seafarers: Changes in Procedure from August 30, 2024

The CES (Crew Evaluation System) test is one of the most important procedures for Ukrainian seafarers wishing to confirm their qualifications and comply with international standards. This test is mandatory for obtaining the rank of captain or other command positions, as well as for confirming the professional suitability of seafarers. In the modern world, where demands for professionalism and knowledge in the maritime industry are constantly growing, successfully passing the CES test has become an important step for continuing a career on international vessels.

Verification of Professional Competence for Seafarers

According to Cabinet of Ministers Resolution No. 1000 of August 30, 2024, the verification of the professional competence of captains and command staff of maritime vessels is conducted through a computer-based exam. The results of this exam are used to assign qualifications to seafarers and confirm their professional suitability.

The exam is conducted using the Crew Evaluation System (CES) version 6.0 by Seagull Maritime AS, or its subsequent versions. The implementation and use of the system are the responsibility of the Ukrainian Maritime Administration. Technical administration and system support are provided by the state enterprise “Service Center for Marine and River Transport.”

Application Procedure for Taking the Exam

A seafarer wishing to undergo competence verification submits an application to the Maritime Administration. The application can be submitted in two forms:

  • Electronic Form: via the Diia Portal using a qualified electronic signature.
  • Written Form: the application is submitted directly to the Maritime Administration or to the state enterprise “Service Center for Marine and River Transport.”

A copy of the seafarer’s identity document or another document confirming Ukrainian or foreign citizenship must be attached to the application. In the case of submitting the application in written form, the Maritime Administration enters the data into the electronic system for further processing.

Submitting an application through the Diia Portal requires entering data according to Appendix 9 of the Resolution. In the case of submitting in written form, the application is also based on Appendix 9.

Timing of the CES Computer Exam

The exam is conducted no later than five working days after the seafarer submits the application. After submitting the application, the Maritime Administration must issue written confirmation of the registration of the application, including the date and registration number. When the application is submitted electronically, confirmation is sent automatically.

Conducting the Computer-Based Exam

The computer exam takes place in a specially equipped room using the CES testing system. Before starting the exam, the seafarer’s identity is verified with a document confirming their identity and Ukrainian citizenship or a foreign passport. Without successful identification, the seafarer is not allowed to take the exam.

Each seafarer is automatically assigned test questions relevant to their position on the vessel. The exam is considered successfully passed if the seafarer correctly answers 70% or more of the questions. If unauthorized materials or hints are used, the exam is immediately terminated, and the results are annulled.

Results and Receiving the CES Test Certificate

After completing the exam, the results are provided immediately. If the exam is passed successfully, the system automatically generates a certificate, which is signed by a member of the State Qualification Commission for Seafarers using an electronic signature. The certificate confirms the successful completion of the exam and serves as the basis for obtaining qualification documents. The certificate is valid for five years.

If the seafarer does not pass the exam, they are allowed to retake the test no earlier than ten days after the previous attempt.

Technical Aspects and Control of CES Test Process

The computer exam is strictly controlled, including audio and video recording of the entire process. The seafarer must consent to the use of technical monitoring tools before starting the exam. If consent is refused, the seafarer is not allowed to take the exam.

If the seafarer has grounds to challenge the results, they can submit a complaint, and the audio and video recordings will be provided for review.

This procedure and the requirements ensure the objectivity and transparency of the exam process for all seafarers undergoing testing to confirm their professional qualifications.

Where to Take the CES Test for Ukrainian Seafarers

In Ukraine, seafarers can take the CES test at service centers located in cities such as Odessa, Kyiv, Izmail, and Kherson. These centers are equipped to conduct the qualification exam in accordance with international standards.

Thus, the CES test is an integral part of the process of obtaining and confirming qualifications for Ukrainian seafarers, and successfully passing it opens doors to work on international vessels.
